    Floods are natural events. They occur at varying heights and at irregular intervals. Floods have always occurred, and we must expect them at any time. The flood reporting service publishes flood forecasts for the waters of Rhineland-Palatinate at www.hochwasser-rlp.de.
     

    In order to better protect and prepare ourselves, we need knowledge about how high the water can rise and which areas can be affected. Flood hazard maps and flood risk maps are available for the larger rivers in the country, showing what can happen up to extreme flood events. These are published on the Internet at www.hochwassermanagement.rlp.de. Floods can occur not only from river outburst floods, but also from heavy thundershowers on land where no one expects them. There are no maps for such possible heavy rain events, but there is advice on how to prepare.(www.ibh,rlp.de)
     

    For humans, floods only become disasters with high damages because they have built into the flood-threatened areas without considering the risk. In accordance with current legislation, the structural and approval directorates on the larger rivers in Rhineland-Palatinate have established floodplains that issue prohibitions and commandments for damage reduction that everyone must adhere to.
     

    In Germany, every person who may be affected by floods is obliged, as far as is possible and reasonable for him or her, to take suitable precautionary measures himself or herself to protect against adverse flood consequences and to mitigate damage. Only when measures to protect the general public against floods become necessary, i.e. when property damage occurs more frequently to an extraordinary extent among a larger number of affected persons, is there an overriding public interest in flood protection. Then the cities and municipalities, the counties and the state are responsible.
     

    But you have to know: Floods cannot be prevented and there is no absolute flood protection by walls and dikes. Therefore, comprehensive flood prevention is a prerequisite for keeping damage to a minimum. To this end, the flood-free period must be used.
