Municipal enforcement service
Service description
The municipal enforcement service is responsible for averting danger and maintaining public safety and order. The focus is on the prosecution and punishment of administrative offenses such as:
- Disturbances of the peace,
- Nuisances to the general public,
- Monitoring compliance with municipal bylaws and ordinances, such as
- Field -/Way Statute,
- Street Cleaning Bylaws,
- Hazard Prevention Ordinance
Municipal law enforcement officers may use force against individuals to enforce these duties.
In independent cities in Rhineland-Palatinate, the municipal enforcement service is generally responsible for the transfer of mentally ill persons and takes charge of their admission to appropriate facilities. In all other municipalities, the authority responsible for this is the respective district administration. In larger cities and municipalities, there is a separation between municipal enforcement services and traffic monitoring. In smaller municipalities, municipal enforcement officers are often also auxiliary police officers and thus responsible for controlling stationary traffic.
