Hazard prevention/maintenance of public safety and order

Measures to prevent damage that could be caused to individuals or the general public if official action does not intervene in the course of events are referred to by the term "hazard prevention".

The security authorities and the police have the joint task of averting danger. The police shall only act in fulfillment of the tasks of danger prevention if the prevention of danger by the security authorities does not appear to be possible in time. Preventive action against criminal acts (as a subcategory of danger prevention) is the responsibility of the police.
