A deviation procedure is a procedure for permitting a deviation from an objective of the regional development program or a regional spatial development plan in an individual case if the deviation is justifiable from a spatial planning point of view due to changed facts or findings and the regional development program or the regional spatial development plan is not affected in its main features.
