    The land use plan is the preparatory urban land use plan (urban development framework plan), which is drawn up by the association municipality or the municipality without association. It contains the urban development uses intended by the planning municipality or community and differentiated for the individual areas. For example, residential building areas, commercial building areas, utility areas, areas for public use, traffic areas, green areas, forest areas and agricultural areas.

    In principle, the land use plan does not have any direct legal effect on citizens. No legal claims, in particular the right to a building permit for a specific plot of land, can be derived from its graphic and textual representations. However, it does represent a binding program for the administration and other authorities.

    An indirect impact arises from the fact that development plans, which contain legally binding stipulations for all citizens, must be developed from the representations in the land use plan.
    In addition, citizens may be affected by approvals for projects in outdoor areas, because in this case, contradictory representations of the land use plan or the plan reservation would have to be opposed as "impairment of public interests". This is the case if the project can cause harmful environmental impacts or is exposed to them.
